From April 2007 the Terrestrial Transportation and Traffic Bureau (ATTT) requires that every vehicle must have an insurance policy.

The law requires to have an insurance policy against damages to third parties (Called PIP/PD in the United States)

This policy is required before obtaining a license plate. You can get it from the dealer you buy your car, or your insurance broker.
